UPNEDA unveils 7 MW rooftop solar tenders with battery backup

Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) have released three tenders for the installation of 7 MW grid-connected net-metered rooftop solar projects with battery backup.

UPNEDA retains the flexibility to adjust the capacity by up to 25% during the contract negotiation and execution phase, and bidders are required to consent to these potential modifications to their orders.

Successful bidders are tasked with installing grid-connected net-metered rooftop solar projects with battery backup, ranging from 51 kW to 75 kW, amounting to a cumulative capacity of 1 MW. The projects must be completed within 120 days of receiving the work order.

Bids are to be submitted by February 21, 2024, with bid opening scheduled for the same day. Bidders must provide an earnest money deposit (EMD) of Rs 3.47 million (~$41,805). Additionally, selected bidders are required to furnish 5% of the project cost as a performance bank guarantee.

Bidders, directly or through resellers, should have supplied similar services for 30% of the bid capacity in at least one of the last three financial years, along with maintaining an average annual turnover of Rs 52.1 million (~$627,687) during the same period.

The second tender calls for the installation of grid-connected net-metered rooftop solar projects with battery backup, ranging from 1 kW to 10 kW, for a total capacity of 2 MW. Similar to Tender 1, projects must be completed within 120 days of receiving the work order.

Bids for Tender 2 are due by February 21, 2024, with bid opening on the same day. Bidders must submit an EMD of Rs 7.11 million (~$85,659). The selected bidders are obligated to furnish 5% of the project cost as a performance bank guarantee.

Similar eligibility criteria apply, requiring bidders to demonstrate experience in supplying comparable services and maintain an average annual turnover of Rs 106.7 million (~$1.28 million) over the last three years. For the third tender, selected bidders are tasked with installing grid-connected net-metered rooftop solar projects with battery backup, ranging from 11 kW to 50 kW, for a total capacity of 4 MW. The estimated cost for the project is Rs 687.4 million (~$8.28 million). As with the previous tenders, projects must be completed within 120 days of receiving the work order.

Bids for Tender 3 are due by February 22, 2024, with bid opening on the same day. Bidders are required to submit an EMD of Rs 13.74 million (~$165,537), and selected bidders must provide 5% of the project cost as a performance bank guarantee.

The eligibility criteria remain consistent with the previous tenders, requiring bidders to demonstrate experience and maintain an average annual turnover of Rs 206.2 million (~$2.48 million) over the last three years.

In a related development, in January, UPNEDA invited bids for a five-year operation and maintenance contract for 2.921 MW of mini-grid and decentralised distributed generation solar power projects installed on a revenue model basis.
