Centre Approves Rs. 650 mn for Survey of Unauthorised Colonies

The Centre has approved Rs. 650 mn for a geographic information system (GIS)-based survey and mapping project covering unauthorised colonies in Delhi. The initiative, approved under the Delhi Revenue and Imaging Survey, Spatial Technology Initiative (DRISHTI), is intended to support the verification and documentation of properties in the colonies.

The Delhi government is implementing the Pradhan Mantri-Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY), which seeks to grant property rights to residents of more than 1,500 unauthorised colonies. The project will establish a technology-based system for recording property boundaries and geographic coordinates within the notified colonies.

The total estimated cost is Rs. 650 mn. Of this, Rs. 520 mn, equivalent to 80 per cent of the project cost, will be provided as a grant from the Urban Development Fund of the Union Ministry of Housing and Urban Affairs, while the Delhi government’s revenue department will contribute the remaining Rs. 130 mn.

The revenue department will be responsible for implementing the project, which is expected to make the mapping process more transparent, systematic and time-bound. The GIS survey is required under PM-UDAY to verify, map and authenticate property boundaries and geo-coordinates before property-related applications are processed.

The Delhi government will also establish PM-UDAY cells in 13 districts and a headquarters unit to accelerate the registration of properties in unauthorised colonies. Chief Minister Rekha Gupta had earlier sought central assistance for regularising the colonies and has described the scheme as a means of providing legal security for homes and property rights to families living in these areas. The mapping and documentation exercise is intended to improve the reliability of property records and streamline the registration process.
