Assam approves land and space lease management policy 2024

To promote Assam as a preferred destination for IT parks and Electronics Manufacturing Clusters (EMCs), the Assam cabinet has approved the Land and Space Lease Management Policy, 2024. Chief Minister Himanta Biswa Sarma mentioned that this policy aims to enhance Assam's appeal as a prime location for establishing manufacturing bases in Electronics and Information Technology. The state cabinet's approval of the Land and Space Lease Management Policy, 2024, is a significant step in this direction.

The Chief Minister explained that the policy would provide investors and potential investors with a clear framework for occupying land or built-up space at IT Parks and EMCs in Assam. It will apply to all lands and built-up spaces managed by the Assam Electronics Development Corporation Limited (AMTRON), which have been made available by the Government of Assam.

The policy is also expected to support Tech City projects, potentially generating 8,000 direct jobs and over 100,000 indirect employment opportunities. Additionally, the state cabinet has accepted the recommendations of the Cabinet Sub-Committees to address the challenges faced by small traders due to notices issued by the Office of the Commissioner of Taxes regarding GST-related matters.

Previously, the Assam government had established these Cabinet Sub-Committees to examine the issue, with the committees visiting various locations across the state to meet with traders and other stakeholders. Based on their findings, the cabinet has directed that 10,484 cases from 2017-18 and 15,529 cases from 2018-19, which involved questionable algorithms and parameters, be considered for suo motu rectification under Section 161 of the Assam GST Act, 2017. This process is to be completed on a case-by-case basis within three months, in accordance with GST law.

For cases from 2019-20, 2020-21, and 2021-22, notices generated using Big Data Analytics Software (BDAS) will be addressed according to new SOP guidelines, with a threshold of Rs 5 lakh for notices issued with BDAS assistance. The aim is to resolve these issues within a three-month period, ensuring no harassment of taxpayers or traders while maintaining compliance with the GST framework.
