Central Electronics Invites Bids For 30 MW Solar Project At SGTPS

Central Electronics has invited online limited bids for the development of a 30 megawatt (MW) ground-mounted solar photovoltaic power project at the Sanjay Gandhi Thermal Power Plant in Birsinghpur, Madhya Pradesh. The tender, issued under Tender Reference Number C-2(b)/RC/0700/2627/0001, will follow a two-packet bidding system. The requirement has been published by the Public Sector Enterprise under the Department of Scientific & Industrial Research, Ministry of Science & Technology. Bidders are expected to comply with the procedures set out in the tender documents.

The scope covers the supply, installation, testing and commissioning on a turnkey basis and includes operation and maintenance for five years after commissioning. The successful contractor will be required to furnish a Performance Bank Guarantee (PBG) in accordance with the tender special conditions. An Earnest Money Deposit of Rs. 10 mn is mandatory and the tender states that no exemption will be permitted.

The tender is open only to firms empanelled under CEL’s Expression of Interest issued on 12 May 2025. Eligible bidders must demonstrate an annual financial turnover of at least Rs. 400 mn. Submitted bids must remain valid for 270 days from the date of technical bid opening. Where the EMD is provided by Demand Draft or Bank Guarantee the original instrument must be delivered to the Deputy General Manager, Materials Management Division, CEL, Sahibabad before the bid submission deadline.

The deadline for downloading documents and submitting bids is 10 August 2026 at 5:00 PM and technical bids are scheduled to be opened on 11 August 2026 at 11:00 AM.
