Haryana has launched comprehensive reforms to bolster its MSME sector and enhance digital governance. Key initiatives include the elimination of 446 outdated compliance requirements and the decriminalisation of 27 minor offenses, simplifying 838 business and 271 citizen-facing compliances. The state is developing 33 industrial parks under the Cluster Plug and Play scheme and mini-industrial parks in all 143 blocks through the PADMA initiative. The Invest Haryana portal now offers 140 services across 29 departments, with plans to integrate AI chatbots and real-time dashboards. Since 2022, clearance times have reduced from 24 to 12 days. The 2022 Startup Policy has resulted in over 8,800 DPIIT-registered startups, with women leading 45 per cent of them.
