Haryana Boosts MSME Ecosystem and Digital Governance

As part of the national Reducing Compliance Burden initiative, Haryana has simplified 838 business-facing and 271 citizen-facing compliances. Infrastructure projects above Rs one billion must now follow the PM Gati Shakti National Master Plan, requiring multiple approvals up to the Chief Minister.

The “Cluster Plug and Play” scheme supports 33 industrial park projects with Rs 645.4 million grant aid, facilitating rapid enterprise setup in smaller towns. Additionally, under the PADMA initiative, mini-industrial parks are being developed in all 143 blocks, with ten parks under construction or planned this year.

The “Invest Haryana” portal now provides 140 services across 29 departments, with enhancements planned including AI chatbots and real-time dashboards. Since 2022, clearance times have halved from 24 to 12 days.

The state’s 2022 Startup Policy has led to over 8,800 Department for Promotion of Industry and Internal Trade (DPIIT)-registered startups, with women leading 45 per cent of them. Haryana offers incubation, mentoring and seed funding, expanding hubs and incubation centres across Tier two and three cities.

Haryana has set up 30 Common Facility Centres under the Mini Cluster Development Scheme, generating thousands of jobs. The government plans to establish 50 more and one PADMA park per district by 2026.

Renewable energy training is promoted by converting 105 Industrial Training Institutes into specialised hubs, skilling over 4,400 trainees in solar and green technology. The Haryana Matrushakti Udyamita Yojana supports women entrepreneurs with loans up to Rs 0.5 million at seven per cent interest subvention.
