HPSEBL Floats Rs. 30.5 mn Tender for 1 MW Green Hydrogen Plant

Himachal Pradesh State Electricity Board (HPSEBL) has invited bids for system operation and service support for a 1 MW green hydrogen plant being developed by the Himachal Pradesh Power Corporation (HPPCL) and Oil India (OIL) joint venture at Village Nasrali in Himachal Pradesh. The procurement also includes strengthening an associated 33 kV power feeder.

The tender, identified by Tender ID 2026_HPSEB_145033_1, covers support for the hydrogen facility and re-strengthening of the existing 33 kV Green Ply Feeder from the 66/33/11 kV substation at Baglehar. The work falls under HPSEBL’s Electrical Sub Division in Nalagarh and was published on 6 October 2026.

Bid submission opened on 7 October and is scheduled to close at 11:00 am on 14 October, with bids due to be opened on 15 October. The estimated tender value is Rs. 30.5 mn, while the earnest money deposit is Rs. 304,747 and the tender fee is Rs. 2,360. The bid validity period is 180 days and the contract completion period is 365 days.

The procurement is separate from the original engineering, procurement and construction award for the HPPCL-OIL pilot project. Himachal Pradesh’s Economic Survey 2025-26 records that the EPC tender for a 1 MW green hydrogen plant at Dabhota in Nalagarh was awarded in September 2024, with execution in progress. HPPCL and OIL have also identified the facility as a pilot project under their wider alternative-energy collaboration.

The current tender links operational support for the plant with electrical-network work on the Green Ply Feeder. Earlier project references stated that the facility was designed to produce about 423 kg of green hydrogen per day, although those figures are not specifications in the latest HPSEBL procurement. The state’s collaboration with OIL also covers solar energy, compressed biogas, geothermal energy and other emerging renewable-energy sectors.
