Mizoram, BHASHINI Partner to Boost Digital Inclusion

In a major step towards inclusive digital governance, the Government of Mizoram has signed a Memorandum of Understanding (MoU) with the Digital India BHASHINI Division (DIBD) to deliver multilingual digital services in the Mizo language. The collaboration is aimed at empowering citizens through accessible technology, preserving linguistic heritage, and ensuring equitable digital participation.

The MoU was signed on 18 June 2025 at the Ministry of Electronics and Information Technology (MeitY) office in New Delhi. The event was attended by Shri Khilli Ram Meena, Chief Secretary, Government of Mizoram; Shri Abhishek Singh, Additional Secretary, MeitY; Shri Amit Sharma, Secretary for ICT and Cooperation, Government of Mizoram; and Shri Amitabh Nag, CEO of the Digital India BHASHINI Division.

Through this strategic alliance, Mizoram will adopt BHASHINI’s language technology platform to integrate Mizo and other regional languages into governance systems. This initiative seeks to break language barriers, enabling better access to government schemes, services, and public information for all citizens, particularly those in tribal and rural areas.

Chief Secretary Shri Khilli Ram Meena noted, “This partnership with BHASHINI will make digital governance truly accessible to every Mizo citizen. By preserving our language while embracing technology, we are building a more inclusive digital future for Mizoram.”

Additional Secretary Shri Abhishek Singh added, “BHASHINI is proud to support Mizoram in fostering multilingual governance. Together, we aim to ensure every Indian, regardless of language, can benefit from digital services.”

Secretary Shri Amit Sharma highlighted that the collaboration will transform citizen service delivery, ensuring tribal communities can engage with governance in their native tongue. CEO Shri Amitabh Nag emphasised the project as a co-created initiative to design governance systems that reflect linguistic and cultural identity.

Key goals of the partnership include:
  • Enhanced Citizen Services: Delivery of schemes and information in Mizo and other local languages.
  • Inclusive Governance: Strengthening transparency and participation by removing language barriers.
  • Digital Empowerment: Ensuring language is no longer a hindrance to accessing technology and public services.
  • Advancing AI in Mizo Language: Improving AI models and datasets for culturally accurate translation tools.
As part of the rollout, a BHASHINI Rajyam workshop will soon be held in Aizawl, focusing on implementation, capacity building, and the integration of language technologies across state departments.

This collaboration reflects a shared vision between DIBD, MeitY, and the Government of Mizoram to create a digitally inclusive, linguistically vibrant India where governance speaks the language of its people.
