PGVCL Awards Turnkey Contract For Underground Cable Conversion

Paschim Gujarat Vij Company (PGVCL) has awarded a turnkey contract for conversion of overhead medium and low voltage distribution into an underground cable network at the Ranavav subdivision of Porbandar circle. The contract, designated Package-58, covers comprehensive site survey, designing, engineering and procurement through to installation and commissioning. The company has required delivery at site, handling, storage and insurance for all materials as part of the turnkey scope. GIS mapping and Geo Urja Mapping developed by Gujarat Urja Vikas Nigam (GUVNL) will be incorporated and asset tagging will be undertaken under the SI scheme.

The works consist of conversion of existing 11 kV HT lines and LT line network including consumer service lines into a ring main system with underground cables. The scope includes loading, transportation, unloading, testing and documentation of all items and materials necessary to complete the works. Contractors are expected to provide end to end solutions from procurement to commissioning to ensure continuity of supply and minimise disruption during implementation. The package emphasises systemic mapping and tagging of assets to support future operations and maintenance.

The order is awarded by a domestic entity and the stipulated execution period for the contract is 18 months. The broad consideration for the contract is Rs. 525.75 mn inclusive of taxes, derived from the notified figure of Rs. 52,57,52,164.00. The press notice indicated that there are no disclosed interests of promoters or group companies in the entity awarding the order and the transaction does not fall within related party disclosures. The company has set contractual terms to ensure compliance with regulatory and technical standards throughout the project term.

The turnkey arrangement assigns testing, commissioning and documentation responsibilities to the contractor and requires adherence to safety and quality protocols during installation. PGVCL will monitor progress and integration with GUVNL mapping systems to facilitate asset management. The award reflects ongoing investment in distribution modernisation and digitisation under the SI scheme for the region. Completion will improve reliability and reduce outage durations for consumers in the Porbandar circle.
