Bengaluru Cabinet Approves Rs 9.7 Billion Double-Decker Flyover

On Thursday, 4 September, the Karnataka cabinet approved a Rs 9.7 billion double-decker viaduct flyover, marking a first-of-its-kind project for Bengaluru. The initiative will integrate Metro Phase 3 expansion with an elevated flyover, which will become the longest in the city.
Under this project, the Bangalore Metro Rail Corporation Limited (BMRCL) will construct elevated metro lines stacked above flyovers on two key corridors. This metro-plus-road development is expected to significantly enhance connectivity while easing traffic congestion across the city. It is the first time in Bengaluru that metro lines and roads will be combined on the same structure.

Project Approval and Tendering
Cabinet approval represents the final clearance required to kick off the project. Tenders for the first four packages—covering construction of stations and viaducts—are scheduled to be invited in late September. Contractors will have 45–60 days to submit bids, with the process commencing in mid-November.
The total project budget of Rs 9.7 billion includes civil works, land acquisition, design, and other expenses. Funding is structured with 50 per cent provided by the state government, 10 per cent by urban local bodies, and the remaining 40 per cent borrowed by BMRCL from banks. The Union government will fund the metro lines, including a portion of the Rs 4 billion Namma Metro 2025–2026 allocation.

Corridors and Construction Details
The first corridor runs from JP Nagar 4th Phase to Kempapura along the western Outer Ring Road (ORR), featuring a 28.486 km flyover. The second corridor spans Hosahalli to Kadabagere on Magadi Road, with an 8.635 km flyover. The original plan of a 44.65 km flyover has been shortened.
The project is expected to reach completion by May 2031, promising a transformative upgrade to Bengaluru’s urban transport infrastructure.
