Representatives of the Humtso Village Youth Organisation (HVYO), the Humtso Village Council, the contractor's representative and Er Chandemo Tungoe, sub-divisional officer (SDO), Public Works Department (PWD), held discussions on the progress of the Humtso-Elumyo village road construction under the Pradhan Mantri Gram Sadak Yojana (PMGSY). The project was sanctioned under PMGSY-III in March 2024 with an 18-month period and has recorded limited progress, currently operating in its second extension period. Attendees reviewed the work completed to date and the outstanding tasks affecting timely delivery. Completed works included earth cutting, installation of Hume pipe culverts, construction of protection walls and excavation of side drains, while full depth reclamation (FDR), plain cement concrete (PCC) and bituminous surfacing have not yet commenced. The department indicated that efforts were under way to facilitate completion by March 2027 and the contractor's representative signalled that work might resume at the earliest opportunity. The meeting examined project scheduling, resource mobilisation and technical requirements necessary to advance the remaining activities. Prolonged delay has reportedly been attributed to incessant rainfall, shortages and breakdowns of machinery and other operational difficulties that have impeded progress. Local residents have continued to await a properly constructed road to support regular travel, access to services and improved connectivity between the villages. The Humtso Village Youth Organisation appealed to the contractor and the executing authorities to resume construction promptly and to target completion ahead of the forthcoming Christmas celebrations. The organisation expressed appreciation to stakeholders for acknowledging its concerns and offered continued cooperation to ensure better road connectivity for the people of Humtso and Elumyo. The discussion underscored the importance of coordinated action by the PWD and the contractor to prevent further delays and of transparent updates on timelines and task completion. Continued monitoring and operational readiness were urged to restore momentum and deliver the infrastructure sought by the community.
