Background

About 84 percent of the population of Odisha lives in villages. Therefore, rural connectivity is vital to bringing about socio-economic change in the state. By the end of 2011–2012, the state had 3762 rural roads totaling 28159 kms length being constructed.The government of Odisha has run a plethora of programs and schemes to improve the socioeconomic standing of tribal people, who make up more than 22% of the state's total population. To include them in the development process' mainstream, every effort is made. However, the creation of a well-developed road network is a requirement for the growth of any economic sector. 2018 saw the National Highways in the coastal state of Odisha reach a total length of 6,968 km. There are over 2,500 km of state highways that should be upgraded to national highways. The total length of national highways in Odisha will now be 9,493 km. Awarded projects span 2,894 km and cost Rs. 18,878 Cr. Orissa is rapidly transforming to become the agricultural, industrial, and infrastructural hub of India. Especially taking into consideration some major road projects that were undertaken with vigour however suffered tremendous delay, Cuttack-Sambalpur is one such project that has affected lakhs of Oriyas. This whole stretch is supposed to serve as a lifeline between western Odhisa and coastal Odhisa. It’s also been reported that national highways running through Odhisa are being neglected, and several stretches of such highways are in bad condition. The Chief Engineer, D.P.I & Roads, Authority decided to [build an elevated corridor connecting Laxmisagar to Samantarapur for a length of approximately 5.69km on an Engineering Procurement contract basis ("EPC") in accordance with the terms and conditions to be set forth in an agreement to be entered into.

Scope of Work

The general scope of work will involve building an elevated corridor that connects Laxmisagar and Samantarapur as well as maintaining the project for the anticipated duration of Four years, known as the Defect Liability Period.

Financial BID

In accordance with the terms of this RFP, the bidder must deposit a bid security of Rs 354,000 (Rupees three hundred fifty-four lakh). The bidder must submit the bid security in the form of a bank guarantee issued by a nationalized bank and counterguaranteed by that bank's branch in Bhubaneswar, in accordance with the format in Appendix II. 2.1.7 The bank guarantee's validity period must be at least 180 (one hundred eighty) days from the BID Due Date, including a claim period of 60 (sixty) days, and it may be extended if the authority and the bidder mutually agree. If the BID security is missing, it will automatically reject the financial BID.
