Pune Builder Faces Rs. 54.86 mn Road Excavation Penalty

Pune Municipal Corporation’s Roads Department has imposed a penalty of Rs. 54.86 mn on Malpani Ventures for allegedly carrying out unauthorised road excavation linked to a construction project in Baner. The demand was cited in a statement issued by the Aam Aadmi Party’s youth wing, which has sought immediate recovery of the amount and inspections of the developer’s other projects in Pune.

The penalty concerns excavation at a project on Survey No. 33/1/9 in Baner. Raviraj Baban Kale, state president of the AAP youth wing, said the civic administration should recover the amount without delay. The allegation and related demands were detailed in a statement released on 26 October.

According to the statement, the Roads Department wrote to the executive engineer of the Building Development Department on 12 October 2026. It asked that a stop-work notice be issued for Malpani Ventures’ ongoing construction projects in Pune if payment of the Baner penalty was delayed. The supplied report does not state whether such a notice has been issued.

The action follows an earlier penalty involving the same developer in Balewadi. Malpani Ventures had been fined Rs. 12.8 mn for unauthorised excavation connected with a project on Survey No. 23, and the AAP statement said the Roads Department had recovered that amount. The party has distinguished the recovered Balewadi case from the unresolved Baner matter.

The AAP has also sought inspections of all other ongoing Malpani Ventures projects in Pune. The proposed checks would examine whether permissions were obtained for road excavation and whether electrical cables were laid without authorisation. Kale also alleged that the developer’s actions breached the municipal corporation’s stretching policy and called for the matter to be examined under procedure.

The party has said it will seek an inquiry into anyone found to have supported or protected the developer. It has asked the municipal commissioner to clarify the action taken after the Baner penalty, including communication between the Roads Department and the Building Development Department. The next steps concern recovery, any work-stoppage notice and the proposed inspections.
