The Committee on Environment and Climate Change (CoECC) of the Nagaland Legislative Assembly has recommended revival of the Kohima Solid Waste Management Plant, which has been non-functional since 2019 owing to manpower shortages, road damage caused by landslides and inadequate segregation of wet and dry waste by residents. The recommendation is contained in the committee's first comprehensive report for 2026-2027, which was presented in the ninth session of the fourteenth Nagaland Legislative Assembly by chairperson Achumbemo Kikon. The committee noted that the prolonged idling of the plant has deprived citizens of an efficient and scientific solid waste management system. The committee and officials from the Nagaland Legislative Assembly Secretariat, Kohima Municipal Council (KMC) and the Urban Development Department undertook a spot verification of the plant on 1 May 2025. The Kohima Solid Waste Management Plant was established by the Urban Development Department with funding from the Asian Development Bank and was handed to the KMC before being leased to Ramki Company, Hyderabad. The project comprises a 50 tonnes per day (50 t per day) compost plant, a sanitary landfill, a leachate treatment plant and associated infrastructure including an office, laboratory and a range of machinery and vehicles; the project cost is estimated at Rs 480 million (Rs 480 mn). The committee noted that the KMC presently has only two sewage suction trucks and recommended that the Urban Development Department procure 100 sewage suction trucks and advertise for revival of the plant to allow participation by local entrepreneurs. The Urban Development Department responded that the indicative requirement for Kohima is approximately four to five cesspool and desludging vehicles under the Faecal Sludge and Septage Management framework and the Swachh Bharat Mission (Urban) guidelines, and that two cesspool trucks were provided under AMRUT 2.0 on 15 August 2025. The department indicated that it will assess requirements and take up the matter with the government for provision of adequate vehicles. The committee expressed dissatisfaction with the departmental reply and requested a comprehensive assessment of cesspool and desludging vehicle needs and steps to provide adequate vehicles and related infrastructure, with an action taken report to be submitted within three months of the report's presentation. It urged coordination among the Urban Development Department, Swachh Bharat Mission (Urban) and the Department of Municipal Affairs to cooperate in leasing and operationalising the plant and to address impediments including manpower shortages, road connectivity issues arising from landslides and deficiencies in waste segregation at source. The municipal affairs department noted that a tendering committee was constituted by notification on 24 September 2025 and that a meeting was held on 13 November 2025.
