Indian Oil seeks proposals for major renewable energy ventures

The Indian Oil Corporation (IOCL) has announced that it has issued a tender with the intention of empanelling turnkey contractors for the tasks involving engineering, procurement, construction (EPC), and operation and maintenance (O&M) of extensive solar, wind, and hybrid power projects.
It has been conveyed that the empanelment will span a period of two years and includes a provision for an extension of one year.

The closing date for the submission of bids has been set as August 29, 2023. It has also been stated that the unveiling of the bids will occur on August 31.
Applicants who are empanelled under either Category A1 or B1 will automatically be regarded as having been empanelled under subsequent categories. Similarly, those who fall under Category A2 or B2 will be considered empanelled under A3 or B3 without further evaluation.

There are stipulated criteria for Cumulative Installed Capacity:

Category A
Bidders in A1 should have overseen the design, module supply, erection, installation, and commissioning of solar projects connected to the grid, with a cumulative capacity of at least 125 MW and land allocation over the past seven years. This must encompass a project of a minimum of 50 MW that has been operational for six months. Additionally, they must have obtained necessary approvals, transmission connectivity, and managed O&M. Their yearly turnover should amount to Rs 1.93 billion.

Bidders in A2 must have undertaken the design, module supply, erection, installation, and commissioning of solar projects connected to the grid, with a cumulative capacity of at least 125 MW over the last seven years, with or without land allocation. This should include a project of a minimum of 50 MW operational for six months. Furthermore, they must have secured approvals, transmission connectivity, and managed O&M. Their annual turnover should be Rs 1.79 billion.

Bidders in A3 should have participated in the design, module supply (or not), erection, installation, and commissioning of solar projects connected to the grid, with a cumulative capacity of at least 125 MW over the past seven years, with or without land allocation. This should encompass a project of a minimum of 50 MW operational for six months. Additionally, they must have obtained necessary approvals, transmission connectivity, and managed O&M. Their annual turnover should amount to Rs 520 million.

Bidders in A4 should have contributed to the design, module supply (or not), erection, installation, and commissioning of solar projects connected to the grid, with a cumulative capacity of at least 125 MW and land allocation over the last seven years. This must include a project of a minimum of 50 MW operational for six months. They must also have secured approvals, transmission connectivity, and managed O&M. Their yearly turnover should be Rs 660 million.

Category B

Bidders in B1 must have been involved in the design, turbine supply, erection, installation, and commissioning of wind projects connected to the grid, with a cumulative capacity of at least 50 MW and land allocation over the past seven years. This must encompass a project of a minimum of 25 MW operational for six months. Additionally, they must have obtained necessary approvals, transmission connectivity, and managed O&M. Their annual turnover should amount to Rs 1 billion.

Bidders in B2 should have participated in the design, turbine supply, erection, installation, and commissioning of wind projects connected to the grid, with a cumulative capacity of at least 50 MW over the last seven years, with or without land allocation. This should include a project of a minimum of 25 MW operational for six months. Furthermore, they must have secured approvals, transmission connectivity, and managed O&M. Their annual turnover should be Rs 920 million.
Bidders in B3 should have engaged in the design, turbine supply (or not), erection, installation, and commissioning of wind projects connected to the grid, with a cumulative capacity of at least 50 MW over the past seven years, with or without land allocation. This must encompass a project of a minimum of 25 MW operational for six months. Additionally, they must have obtained necessary approvals, transmission connectivity, and managed O&M. Their annual turnover should amount to Rs 200 million.

Bidders in B4 are required to have a successful track record in the design, micro-siting of wind turbines, erection, installation, and commissioning of wind power projects connected to the grid, amounting to 50 MW or more and with land allocation over the last seven years. This must include a project of a minimum of 25 MW operational for six months. Their annual turnover should be Rs 800 million.

It has been specified that all bidders, excluding those in B4, must have completed the design, engineering, supply, erection, installation, and commissioning of a grid substation (with a voltage level of at least 33 kV or above) in India within the last seven years. This substation must have the necessary approvals from government or nodal agencies, along with transmission connectivity. The substation should feature key equipment like circuit breakers of 33 kV or above voltage levels and power transformers, and must have operated satisfactorily for a minimum of six months.

It has been reported that IOCL recently invited bids for the operation and maintenance of a 3 MW solar power project for a year at its LPG bottling plant in Kadapa, Andhra Pradesh.
