NVVN invites enlistment bids for solar projects

NTPC subsidiary, NTPC Vidyut Vyapar Nigam Limited (NVVN) has invited bids to enlist engineering, procurement, and construction (EPC) agencies for the development of floating and ground-mounted solar power projects.

Enlistment for <10 MW solar

For projects under 10 MW capacity across India, bidders will not need to pay any earnest money deposit (EMD) to participate in the bidding process. The enlistment will be valid for one year from the date of enlistment with the provision of further extension up to one year.

Eligibility

The bidder should have designed, supplied, and commissioned grid-connected solar power projects of a cumulative capacity of 800 kW or higher as an EPC contractor or a developer, out of which at least one project should have been of 100 kW or higher capacity. The reference project of 100 kW should have been in successful operation for at least six months before the last date of the submission of the application.

Alternatively, in the last 10 years, the bidder should have executed an industrial project either as a developer or as an EPC contractor in the area of power, steel, oil and gas, petrochemical, fertilizer, cement, and coal mining of a value of Rs 4 crore or more in a single project and the same should be in successful operation for at least one year before the last date of submission of application for enlistment.

The bidder should have also executed at least one electrical substation of 11 kV or above consisting of one equipment such as 11 kV or above voltage level circuit breakers and power transformer, either as an EPC contractor or as a developer, which should have been in successful operation for one year before the last date of submission of the application.

The last date to submit the bids is 6 April 2021, and the opening of bids will take place on 7 April 2021.

Regarding financial criteria, the bidder's average annual turnover should not be less than Rs 1 crore during the last three financial years. The bidder's net worth as of the last day of the preceding financial year should not be less than 100% of the bidder's paid-up share capital.

Enlistment for 10-50 MW solar

In another tender, NVVN has invited bids for EPC agencies' enlistment for the development of floating and ground-mounted solar power projects from 10 MW capacity up to 50 MW capacity across the country.

Eligibility

To participate in the tender, the bidder should have designed, erected, and commissioned grid-connected solar power projects of a cumulative capacity of 8 MW or higher as an EPC contractor or a developer, out of which at least one project should have been of 2 MW or higher capacity. The reference project of 2 MW or higher capacity must have been in successful operation for at least six months before the last date of applying.

Alternatively, the bidder should have executed in the last ten years an industrial project either as a developer or as an EPC Contractor in the area of power, steel, oil and gas, petrochemical, fertilizer, cement, and coal mining of a value of Rs 40 crore or more in a single project. The same should have been in successful operation for at least one year before the last date of submission of application for enlistment.

The bidder should have also executed at least one electrical substation of 33 kV or above voltage level, consisting of equipment such as 33 kV or above voltage level circuit breakers and power transformer, either as a developer or as an EPC Contractor which should have been in successful operation for at least one year before the last date of submission of application.

The financial criteria for this tender are the same as the EPC tender for developing floating and ground-mounted solar power projects below 10 MW capacity across India.

The last date for submitting bids is April 6, and the opening of bids will take place on April 7.

In February this year, NVVN invited bids for setting up 2 MW of grid-connected ground-mounted solar photovoltaic (PV) projects at the Agartala airport in Tripura. NVVN had also issued a tender for 30 MW of grid-connected rooftop, ground-mounted, and elevated structure solar projects in Madhya Pradesh.
