Sources within the Urban Development Department revealed that the bill aimed to regularise illegal layouts through a betterment fee. However, the Supreme Court’s stay on the contentious ‘Akrama Sakrama’ scheme, which sought to legalise unauthorised constructions, complicated matters. Legal constraints and the risks of judicial conflict ultimately led the government to prioritise compliance and halt the bill’s progress.
