Land starved Mumbai developers may eye salt pan lands

For the private real estate developers in land-starved Mumbai, eco-sensitive salt pan lands of the city could be the next real estate bonanza. There are over 5,500 acres of salt pans in the eastern and western suburbs of the city. These tracts are owned by the Union government-run Salt Department, although they were leased to salt manufacturers decades ago.

Under the Salt Commission's possession, of the Department, there is 61,370 acres of land in the country's coastline. Now many of these salt manufacturers have surreptitiously tied up with builders in Mumbai to develop these lands in case the government decides to open them in the future. Over the past decade, the salt department has been busy fighting cases in various courts, trying to protect its land.

In the latest case last month, it publicly declared that a 500-acre salt-pan sprawl in Bhandup belongs to it and warned the public not to enter into any sale or lease agreement with regard to the plot. The Arthur and Jenkins Salt Works is located on both sides of the Eastern Express Highway and was leased by the Centre to the Garodia family to manufacture salt around 60 years ago.

Construction giant Shapoorji Pallonji tied up with the Garodias to build on the land in case the Centre decides to throw salt pans open for development. The Memorandum of Understanding involves Shapoorji paying close to Rs 500 crore to the Garodias for development rights.

Mumbai's salt pan plots are the last of the few remaining open spaces left. They need to be protected from development mainly because they act as natural sponge for the rain overflow and hence prevent flooding.
