Gurugram's MCG offers 15% rebate on property tax

In Gurugram, the Municipal Corporation of Gurugram (MCG) has decided to waive penal interest and provide a 15% rebate for individuals who have yet to settle their property tax dues. Officials stated that this scheme would be in effect until 31 March 2024 and is aimed at facilitating the recovery of tax arrears. Despite setting a revenue target of Rs 5 billion from property tax for the current fiscal year, MCG has only managed to collect Rs 1.87 billion, which is less than 40% of the estimated target.

According to regulations, individuals who fail to clear their property tax on time are subject to an interest rate of 18% per annum. Additionally, the civic body conducts sealing drives and auction properties of long-term defaulters.

MCG Commissioner Narhari Singh Bangar urged property owners within the corporation's jurisdiction to promptly settle their property tax dues to avail themselves of the interest waiver and rebate the government offers. He emphasised that the Haryana government's waiver plan provides a 100% waiver on interest and a 15% rebate on property tax for the 2023-24 financial year. Bangar advised those with outstanding property tax payments to verify their property data on the government's no-dues certificate (NDC) portal, self-certify the data, and make the necessary payments.

Bangar also mentioned that the civic body conducts special camps in various city areas daily to assist property owners. These camps offer services such as rectifying errors in property data, self-certifying property data, and assisting in property tax payments with interest waivers and rebates.

Under the Haryana Municipal Corporation Act of 1994, property tax must be paid annually on all types of industrial, residential, commercial, and institutional buildings and vacant plots within MCG's limits. Failure to pay property tax annually incurs an interest charge of 18% per annum, and the authorities may resort to sealing and auctioning the properties of long-term defaulters.

The official emphasised that timely payment of property tax will enable owners to benefit from the rebate and protect them from penal provisions. The civic body is encountering difficulties recovering dues due to residents' property tax data discrepancies. Last December, MCG sent assessment bills to residents, but most of them were returned as residents pointed out discrepancies. The department issued 505 notices to defaulters, but many claimed discrepancies in the data.

Tough Bidding Norms Slow NHAI Road Project Awards

Stringent bidding rules imposed by the Ministry of Road Transport & Highways (MoRTH) have led to a slowdown in project awards by the National Highways Authority of India (NHAI), despite a robust Rs 3.5 trillion pipeline. According to an HDFC Securities report, the shift to more cautious developer models now favours firms with strong balance sheets, as tighter qualification norms limit aggressive bidders. The revised norms mandate additional performance security, targeting the exclusion of players that previously submitted low bids—often 25 to 40 per cent below NHAI cost estimates—raisin..
