The completion of The Grande, Meerut marks the culmination of a decade-long effort to revive one of Western Uttar Pradesh's most challenging stalled housing developments. Spread across approximately 1.2 million sq ft along the Delhi–Meerut Highway, the nearly 600-home mixed-use project has now been fully handed over after ZTA Infratech led its final phase of execution.Originally launched under Proview Rishabh through an association involving Proview Construction and Rishabh Heights, the project faced prolonged delays due to promoter disputes, operational challenges and accumulated liabilities. In 2015, the late Ajit Singh Jassar stepped in to stabilise the development and restart construction. Following his demise in 2016, the revival effort was carried forward by Rhitik Jassar, who remained involved until completion. According to Rajive Kumar, Founder Chairman, UP RERA, and Former Chief Secretary of Uttar Pradesh, “Large stalled housing projects involve complex financial, legal and executionrelated challenges that often become difficult to resolve simultaneously. The Grande is one of the success stories where UP RERA’s monitoring and conciliation mechanism ensured construction restarted, homebuyer settlements were reached, and commitments from the developer were enforced.”The turnaround gained momentum through operational restructuring and a renewed focus on execution. ZTA Infratech assumed responsibility for planning, execution and project completion, supported by experienced professionals. A key challenge was restarting construction while rebuilding trust among stakeholders. The revival was achieved without fresh institutional borrowing, relying instead on inventory sales, collections and disciplined financial management.Reflecting on the project, Pankaj Jain, Founder, EaseProp, said, “Such revivals require not only financial and regulatory discipline, but also trust-building among stakeholders, structured execution, and a solution-oriented approach. This case reinforces my belief that with the right strategy, governance, and commitment, even complex stalled projects can be brought back on track.”The project also highlights the importance of collaborative problem-solving in resolving distressed developments and restoring confidence. The project received its Occupancy Certificate in December 2024 and has delivered homes to more than 500 families.
