Government Unveils Export Promotion Mission to Boost MSMEs

The Government has launched an Export Promotion Mission to strengthen Micro, Small and Medium Enterprises and enhance their competitiveness in global value chains. The Mission will have an outlay of Rupees (Rs) 250.6 billion (bn) for fiscal years 2025–26 to 2030–31 and represents a strategic shift from multiple fragmented schemes to a single adaptive framework. The new approach is intended to respond swiftly to global trade challenges and evolving exporter needs.

The Mission will operate through two integrated sub-schemes. NIRYAT PROTSAHAN will focus on improving access to affordable trade finance for MSMEs through instruments such as interest subvention, export factoring, collateral guarantees, credit cards for e-commerce exporters and credit enhancement support for market diversification. NIRYAT DISHA will focus on non-financial enablers that improve market readiness and competitiveness including export quality and compliance support, international branding and participation in trade fairs.

In addition, a Credit Guarantee Scheme for Exporters has been approved to provide 100 per cent credit guarantee coverage by the National Credit Guarantee Trustee Company Limited to member lending institutions for extending additional collateral free credit facilities up to Rs 200 bn. The measure is expected to enhance the global competitiveness of exporters and support diversification into new and emerging markets while strengthening liquidity and business continuity. An International Cooperation Scheme will facilitate participation in exhibitions, conferences and buyer-seller meets abroad with reimbursement of export related costs.

The statement noted recent comprehensive GST rationalisation that will strengthen MSMEs by fortifying local supply chains in sectors such as automobiles, textiles, food processing, logistics and handicrafts. Lower GST rates have made raw materials and services more affordable and are expected to motivate small and medium enterprises and start-ups to scale operations, invest in innovation and compete domestically and internationally.
