Telangana Entrusts RRR Southern Stretch to HGCL amid Protests

The Telangana government has entrusted the Southern part of the Regional Ring Road (RRR) to Hyderabad Growth Corridor (HGCL), amid allegations of tender irregularities and protests over land acquisition. The decision follows controversy over tenders floated by HGCL for Radial Road 2.

Congress MLA from Munugode Komatireddy Rajgopal Reddy had alleged irregularities in the tender process and claimed that contracts were being offered to companies based in Andhra Pradesh. He had also alleged a loss of Rs. 6 bn to the State exchequer. The government’s decision to assign the RRR’s Southern stretch to HGCL has prompted further concern in the context of these allegations.

The Southern section has faced protests from farmers and landowners over changes to its initial alignment. Protesters alleged that land belonging to influential people and industrialists had been spared, while plots owned by small and marginal farmers were being targeted for acquisition. Leaders of the Congress and Left parties had also raised objections to the revised alignment.

The National Highways Authority of India (NHAI) has not yet approved the Southern alignment. The planned 201-km, six-lane expressway is to run from Thangdapalli and Choutuppal to Sangareddy, passing through parts of Sangareddy, Rangareddy, Nagarkurnool, Yadadri Bhongir, Vikarabad, Mahabubnagar and Nalgonda districts. Officials estimate that more than 2,000 hectares will have to be acquired, while the alignment and related details submitted to the Central government remain pending approval.

Meanwhile, tenders for the Northern part continue to be extended because the required Central government clearances have not been received. The State government has already paid Rs. 6.27 bn to NHAI for the project, and more than 90 per cent of the land acquisition has been completed. The Cabinet Committee on Economic Affairs must still clear execution of the Northern stretch, resulting in repeated extensions to the tender process.
