West Bengal Assembly Signs MoU To Implement NeVA

A tripartite memorandum of understanding for implementation of the National e-Vidhan Application (NeVA) in the West Bengal Legislative Assembly was signed in the presence of the Union Minister for Parliamentary Affairs and Minority Affairs, the Minister of State for Law and Justice and Parliamentary Affairs, the Minister of State for Information and Broadcasting and Parliamentary Affairs, and the Speaker of the West Bengal Legislative Assembly. The chief minister joined virtually. The ceremony affirmed central and state cooperation to digitalise legislative processes and signalled a formal step towards paperless House functioning.

Senior officials set out the rationale for adopting a common digital platform, noting that digitisation is intended to strengthen legislative functioning by improving transparency, punctuality and accessibility and by creating a permanent digital repository of records. Ministers and officials emphasised that NeVA would enable members to access questions, bills, notices, committee business and other House documents in a timely and efficient manner. They indicated that enhanced citizen engagement and improved governance were expected outcomes of the transition.

The MoU was signed on behalf of the Ministry of Parliamentary Affairs by the Additional Secretary and Mission Leader for NeVA, on behalf of the West Bengal Legislative Assembly by the principal secretary, and on behalf of the state government by the special secretary for parliamentary affairs. With this step the West Bengal Legislative Assembly becomes the 33rd legislature to join the NeVA initiative, while 21 legislatures have already achieved fully digital functioning through the platform, reflecting steady national uptake and the momentum of the project.

The National e-Vidhan Application is a mission mode project of the Ministry of Parliamentary Affairs designed to digitise and modernise legislative business across the country through a common platform. The ministry will provide financial assistance, technical support, capacity building and implementation assistance, with operational backing from the Central Project Monitoring Unit (CPMU). Officials indicated that the effort aligns with the Prime Minister's Digital India agenda and the broader objective of a single integrated application for legislative governance.
