Cabinet Approves Major Expansion Of Civil Enclave At Srinagar Airport

The Cabinet Committee on Economic Affairs has approved development of the Civil Enclave at Srinagar International Airport at an estimated cost of Rs 16,770 million (mn). The project will strengthen aviation infrastructure and includes barracks for security personnel. The airport, operated by the Airports Authority of India (AAI) within the Budgam Airbase of the Indian Air Force (IAF), was designated international in 2005 and is about 12 km from Srinagar city.

The Civil Enclave will be developed on 73.18 acres and will feature a terminal of 71,500 square metres, including 20,659 square metres of existing structure, designed to process 2,900 passengers during peak hours and an annual capacity of 10 mn passengers. The layout aims to improve flow with spacious lounges and advanced security and check-in facilities.

The expanded apron will accommodate 15 aircraft parking bays including one widebody Code E, comprising nine existing bays and six proposed bays, while the 3,658 m by 45 m runway will remain under IAF operational control. The project also provides a multi-level car park for 1,000 cars and associated ground support infrastructure.

Architectural intent combines modern design with Kashmiri cultural heritage through traditional woodwork and locally inspired craftsmanship while maintaining operational efficiency. Sustainability measures include advanced water harvesting, maximised natural lighting and the use of locally sourced eco-friendly materials to minimise the carbon footprint, with a target of a five-star GRIHA rating. Authorities expect the project to boost tourism and economic growth by improving access to attractions such as Dal Lake, Shankaracharya Temple and the Mughal Gardens, create employment and stimulate investment. The Civil Enclave is presented as a transformative investment to offer better passenger facilities and enhanced connectivity while showcasing Kashmir's cultural and natural splendour.
