MoRTH Launches Swachhata Hi Seva 2025 Nationwide

The Ministry of Road Transport and Highways (MoRTH) and its attached offices launched the Swachhata Hi Seva Campaign 2025 on 17 September, under this year’s theme, ‘Swachhotsav’. The initiative encourages citizen participation in cleanliness, removal of garbage spots, eco-friendly celebrations and welfare of sanitation workers across India.
Review meetings were chaired by Vinay Kumar on 16 and 19 September, briefing officers on their responsibilities and campaign activities, with special focus on Cleanliness Target Units (CTUs).
To date, 10,500 sites—including office premises, construction camps, toll plazas, wayside amenities, bus stops and stretches of National Highways—have been identified. Over 650 CTUs have been geo-tagged on the Swachhata Hi Seva Portal, with more under evaluation.
Key focus areas include CTU transformation, pothole removal, beautification of flyovers, tunnels and toll plazas, streetlight maintenance, toilet cleanliness, plantation, e-waste disposal and road safety signage.
The National Highways Authority of India (NHAI) will run a public reporting drive from 20 September to 31 October for unclean toll plaza toilets, offering Rs 1,000 to citizens reporting such cases, recoverable from the concerned toll agency.
Additionally, the Government will conduct Special Campaign 5.0 from 2 to 31 October, focusing on pending matters, office cleanliness, disposal of references from MPs/PMO/States, public grievances, record management, process simplification, scrap and e-waste disposal, and office beautification.
MoRTH has directed all subordinate offices, PSUs and agencies to actively implement the campaign, reaffirming its commitment to the Swachh Bharat vision.

India’s carbon dioxide emissions from the power sector fell by 1 per cent year-on-year in the first half of 2025, marking only the second decline in nearly 50 years, according to a research report.
