Goa to Become Key Cargo and Cruise Hub by 2025 Under Sagarmala Scheme

The central government, in partnership with the Goa state government, is advancing efforts to transform Goa into a major cargo and cruise destination by 2025 under the Sagarmala Scheme. The initiative focuses on enhancing maritime infrastructure through the development of international and domestic cruise terminals and a ferry terminal at Mormugao Port, with an estimated investment of Rs 1.01 billion.

The project, scheduled for completion by March 2025, aims to:

  • Boost cruise tourism and cargo handling capacities.
  • Enhance connectivity with nine coastal jetties, improving inland waterways and reducing road traffic.
  • Promote coastal shipping through subsidies and reduced operational charges.
  • As part of its commitment to developing the cruise industry, the government launched the Cruise Bharat Mission in 2024. This initiative is designed to position India as a global cruise destination, with Goa playing a pivotal role in integrated cruise circuits.

Union Minister of Ports, Shipping, and Waterways Sarbananda Sonowal emphasised the broad economic benefits of these developments. The upgraded infrastructure is expected to create jobs in transportation, hospitality, retail, and tourism, while driving revenue growth for local businesses. Enhanced inland waterway services, such as ferry and Roll-on/Roll-off (RoRo) facilities, will further strengthen connectivity and ease cargo movement.

This initiative aligns with the government’s broader vision under the Sagarmala Scheme to modernise India’s coastal infrastructure and elevate Goa’s status as a key maritime hub.
