IGL Invites EPC Bids For 160 MWac Solar With 28 MWh BESS

Indraprastha Gas Limited (IGL) has invited bids to develop a 200 MWdc solar project, equating to 160 MWac, paired with a two-hour Battery Energy Storage System (BESS) with a minimum capacity of 28 MWh to be located anywhere in Rajasthan. The invitation requires an engineering, procurement and construction contract including a 220 kV or above transmission line and switchyard. The project scope includes construction, commissioning and five-year comprehensive operation and maintenance services.

The bidder is expected to undertake survey, design, engineering, supply, procurement, installation and erection activities as part of the EPC scope. The tender stipulates that the bidder must possess the required ISTS connectivity in its name at the time of bid submission, with the connectivity start date not later than nine months from the due date. The bid will remain valid for 90 days from the date of opening of the techno-commercial bid.

The BESS must be designed so that 10 MW can be dispatched for two hours, providing a minimum of 28 MWh, and must be capable of evacuating that capacity to the grid separately during peak demand hours throughout the five-year O&M tenure. The contractor may use maximum available energy for BESS charging as charging is to remain a priority for the contractor. Grid peak time will most likely be between 06:00 PM and 10:00 PM daily, with the final schedule to be determined by IGL, the central load despatch centre and state load despatch centres. The contractor is responsible for ensuring that maximum alternating current capacity does not exceed five per cent above the stated capacity or the limit prescribed under the Grid Code.

Indraprastha Gas Limited is offering the project on an EPC basis with CTU connectivity and land, and the contractor will be required to design suitable DC cable capacity to meet the Net Electrical Energy Generation Guarantee. All responsibilities for DC sizing and compliance rest with the contractor.
