J&K Admin OKs Rs 4 billion Rooftop Solar Project for Govt Buildings

The Jammu and Kashmir administration recently approved a significant initiative to install rooftop solar power systems on all government buildings in the union territory, as stated by an official spokesman. The project, valued at Rs 4 billion, will involve the installation of grid-tied solar power systems with a combined capacity of 70 MW in Capex mode and 200 MW in RESCO mode.

The Administrative Council, under the leadership of Lieutenant Governor Manoj Sinha, endorsed this solarisation plan. The Jammu & Kashmir Energy Development Agency (JKEDA) will oversee the project?s implementation.

The initiative aims to utilize the extensive rooftop spaces of government buildings for solar energy generation. The solar power systems will feature bi-directional smart meters, and the benefit of Virtual Net Metering (VNM) will be provided by the DISCOMs. This system will allow for the adjustment of excess energy generated by solar panels at one site against other electrical connections within the same department.

The project is expected to be completed by December 2025 and will be maintained at no cost for five years by JAKEDA through designated vendors. Solar power developers operating under the RESCO mode will be required to sign power purchase agreements with the respective departments for 25 years, with tariffs determined through a bidding process.

The implementation of this project is projected to reduce carbon emissions by approximately 8.3 million tons over 25 years, with the installation of 270 MW of solar power plants. Additionally, the project is anticipated to create over 10,800 jobs across various skill levels.
