LPDD Invites Bids for 2.632 MW Rooftop Solar Project in Kargil

The Ladakh Power Development Department (LPDD) has announced a tender for the design, supply, installation, and commissioning of 2.632 MW grid-connected rooftop solar power systems on government buildings in the Kargil District, Union Territory of Ladakh. The scope of work also includes comprehensive maintenance of the systems for five years, ensuring long-term performance and reliability.

Interested bidders must submit their proposals by July 15, 2024, with the bids set to be opened the following day. LPDD is seeking solar EPC contractors with proven experience in executing similar projects. To participate, bidders are required to pay ?25,000 ($299.43) for the bidding document and provide an earnest money deposit of ?2.5 million ($29,942).

The final capacity to be installed will be determined following a site survey and capacity assessment report. The successful bidder will need to visit the identified government buildings to carry out the rooftop solar installations. A critical requirement for the project is that the Capacity Utilization Factor (CUF) remains consistent throughout the performance warranty period, with a minimum annual CUF of 13.5%.

Bidders must demonstrate experience in designing, supplying, installing, and commissioning grid-connected solar projects with a cumulative capacity of at least 50% of the 2.628 MW in the last seven financial years. These projects should have been operational for at least one year.

Additionally, bidders should have a minimum net worth of ?65 million ($778,549) as of the end of the financial year 2023-24 and a minimum average annual turnover of ?87 million ($1.04 million) over the last three financial years.

This announcement follows a recent invitation by the Solar Energy Corporation of India (SECI) for bids on a 25 MW solar power project with a 20 MW/50 MWh battery energy storage system in Leh, Ladakh, indicating a significant push towards renewable energy in the region.
