Maharashtra seeks Bids for a 62 MW Solar Project

Maharashtra State Power Generation Company (MAHAGENCO) has requested proposals for the installation and commissioning of a 62 MW grid-connected solar power plant in Maharashtra's Akola district, including the accompanying HT (high-tension) overhead transmission line, subterranean cable, and electrical equipment.

The winning bidder will also be required to build bays up to the point of interconnection at the Paras substation, as well as operate and maintain the project for five years.

The deadline for submitting proposals online is June 1, 2023. Bids will be opened the next day.

The earnest money deposit amount is Rs. 6.2 million ($75,744) for each bidder. Within seven days of the letter of award's issue, the winning bidder must provide a bank guarantee for performance in an amount equal to 10% of the contract's value.

The bidders must have completed ground-mounted solar power projects with a combined installed capacity of 25 MW or more, at least one of which must have been in operation for at least six months prior to the bid opening date. Alternatively, bidders must have completed an industrial project with 220 kV power line connectivity in the last ten years as either a developer or an engineering, procurement, and construction contractor in the fields of power, steel, oil, gas, petrochemical, cement, coal mining, or any other process industry. The project must have cost at least Rs 1.25 billion (about $15.27 million).

Bidders should have a positive net worth as of the final day of the prior fiscal year.

The three most recent financial years' average yearly turnover of bidders should total at least Rs 2.35 billion (about $28.71 million). If a consortium files the proposal, the lead member must satisfy the turnover criteria.

The tender documents state that solar modules used in grid-connected solar power projects must have a warranty for their output wattage, which cannot be less than 90% after 12 years and 80% after 25 years.

All modules that will be used in the project must have been manufactured no earlier than 12 months before the date the ownership is transferred to MAHAGENCO.

A 25 MW grid-connected solar power project with related 33 kV evacuation lines in the Maharashtra district of Dhule had previously been the subject of an invitation for bids from MAHAGENCO.

MAHAGENCO has so far published tenders for solar power projects totaling roughly 4.65 GW.
