OREDA Floats Tender For Rooftop Solar At Odisha Universities

The Odisha Renewable Energy Development Agency (OREDA) has issued a tender to invite eligible bidders for the implementation of on-grid rooftop photovoltaic (PV) projects across government universities in the state. The initiative aims to accelerate adoption of renewable energy within higher education infrastructure and to reduce reliance on conventional grid power. The tender is presented as part of the state strategy to expand distributed solar generation across public institutions.

The selected contractor will be responsible for design and engineering, supply and installation, and for testing and commissioning of the rooftop systems. The scope also requires comprehensive operation and maintenance for a period of 10 years to ensure sustained performance and asset reliability. Bidders must meet the technical specifications and qualification criteria set out in the tender documents on OREDA's e-procurement portal. Financial and warranty obligations are to be defined in the contract documents to secure long term performance.

Capacity allocations will be determined on the basis of individual institution consumption profiles and rooftop feasibility, with specific sites referenced including Biju Patnaik University of Technology in Rourkela and institutions in Berhampur. The tender clarifies that installations will be roof top solar PV on-grid systems compliant with prescribed standards and that bidders must adhere strictly to the prescribed norms. Detailed parameters and documentation are available with the technical bid package. Stakeholders will monitor and report performance.

A virtual pre bid meeting is scheduled for February 21, 2026, and the deadline for online bid submission is February 27, 2026, by 5:00 PM, with hard copies due by March 5, 2026, by 5:00 PM. The notice includes a tentative technical bid opening date that appears inconsistent with other timelines and may reflect a typographical error. The process is intended to bolster renewable uptake within campuses while promoting long term sustainability of energy assets.
