Rajasthan Electronics invites bids for solar PV projects in Jaipur

Rajasthan Electronics and Instruments Limited (REIL) has published a notice inviting bidders for the operation and maintenance (O&M) of 2,000 kW grid-connected solar photovoltaic (PV) projects established in Rajasthan.

The closing date for bid submission is August 12, 2021. The duration of the contract is established in Jaipur, is two years and could be increased further.

According to the mutual agreement, the contract is valid from the day of its implementation and would last till the commissioning and hand over to the beneficiary and is renewable. The capacity of the project may range from 10 KW to 1,000 KW.

The successful bidder would provide material (including REIL solar PV modules) from their warehouse for installation operation at the site and would remain responsible for their safe administration till they are in the position, commissioned, tested, and given over to the beneficiaries.

The winning bidders should clean the solar PV modules according to the need or once a week to manage a 15% capacity utilisation factor (CUF) and present a CUF certificate to REIL every month. The bidders would provide the tools to clean modules, including PVC pipeline, tap, water, and motor.

The successful bidders must visit the project site monthly and submit the maintenance certificate to REIL, duly signed by the REIL charge or beneficiary. They should also submit the CUF project report quarterly to REIL.

The faults, maintenance service, and breakdowns should be provided and corrected within 48 hours of getting the complaint by REIL or the beneficiary.

The considered bidders must have proficiency in establishing, commissioning, and managing a 10 kW solar project for at least one year for industries, governments.

The first payment section, which is 50%, would be issued after six months of maintaining the project successfully from the date of publishing the letter of intent (LoI) with submission of maintenance certificate, signed by the beneficiary, including the CUF report (15% is compulsory for payment release).

The rest of the 50% payment would be issued after 12 months of successful maintenance from the date of LoI, including submission of maintenance certificate by the beneficiary and CUF report.
