Haryana Cuts Site Assessment Time With GIS Tools

Haryana has used GIS-based technology to reduce infrastructure site-feasibility assessments from around 40-45 days to one to two days, the state government said, marking a shift from file-driven planning to integrated technology-based decision making under the PM GatiShakti National Master Plan. The review was held on Wednesday and the government described the development as a transformation in decision making. Officials reported that projects identified under the plan rose from nine in April to 34 in August.

A high-level review chaired by Chief Secretary Anurag Rastogi showed projects across industrial infrastructure, irrigation, health, transport, power and town planning. The administration has prioritised building a digital ecosystem for integrated planning and granted access to the PM GatiShakti State Master Plan portal to 720 officials, placing the state first among peers in official access. Rankings and access metrics were presented during the review.

Further capacity building saw 944 officials trained through 244 sessions. The principal impact has been faster project planning, with integrated GIS tools developed from PM GatiShakti data reducing feasibility assessment time to one to two days for major schemes. Examples cited included the proposed District Civil Hospital at Hisar and a proposed bus terminal at Matlauda in Panipat, where assessment times fell markedly. Officials indicated improvements in ground validation and crossdepartment coordination.

The Architecture Department reported reductions from 33-39 days to one to two days, while the Irrigation Department used the platform to identify interdepartmental asset infringements along the Hisar-Ghaggar drain, cutting processing time and achieving roughly 95 per cent data accuracy on ground verification. The state industrial development corporation has combined revenue, road, rail, forest, irrigation and power data into an integrated planning tool. This integration is intended to improve site selection and reduce execution risk.

The tool is being used to plan industrial model townships at Rewari, Jind, Faridabad, Ambala, Rai in Sonipat and Saral, Naraingarh, with the objective of identifying constraints early, improving site selection and optimising land use to reduce execution delays. Officials reported that 61 of 82 identified projects are mapped on the platform, compared with 40 at the time of the April review. Of 23 departments invited to link data layers through APIs, 22 have completed or initiated the process and the administration has directed completion of remaining integrations.
