India Signs MoUs With 23 Countries For Digital Public Infrastructure

The Government of India has signed memoranda of understanding and agreements with 23 countries to share and cooperate on India Stack and Digital Public Infrastructure (DPI), seeking replication and adoption of the country’s digital governance platforms. The pacts cover cooperation in digital identity, digital payments, data exchange and service delivery platforms as part of India’s broader DPI diplomacy. The list of partner countries is set out in an annexure submitted to parliament on six February 2026.

The Unified Payments Interface (UPI) is now live in over eight countries including the United Arab Emirates, Singapore, Bhutan, Nepal, Sri Lanka, France, Mauritius and Qatar, and this international rollout is said to be increasing remittances, promoting financial inclusion and strengthening India’s position in the global fintech landscape. Separate agreements have been concluded for the DigiLocker digital document wallet with Cuba, Kenya, the United Arab Emirates and the Lao People's Democratic Republic. These arrangements are intended to facilitate cross border interoperability of digital services.

The India Stack Global portal showcases India’s DPI and facilitates adoption by friendly countries, providing access to 18 key digital platforms. The Global DPI Repository, launched during India’s G20 presidency in 2023, functions as a knowledge platform and is reported to have the greatest number of DPI solutions contributed by India. Together the initiatives are designed to support capacity building and the transfer of digital governance expertise.

Key components of India’s DPI include Aadhaar, a biometric based digital identity platform; the Unified Payments Interface, a real time digital payment system for instant person to person and merchant transactions; and CoWIN, which supports end to end vaccination management. The ecosystem also comprises API Setu for secure data exchange, DigiLocker for electronic documents, the Government e Marketplace, UMANG, DIKSHA, eSanjeevani, e Hospital, e Office, eCourts, POSHAN Tracker, the National Non Communicable Diseases platform, the Skill India Digital Hub, the Public Financial Management System and PM GatiShakti, each aimed at improving service delivery and governance.
