The Odisha government has directed major infrastructure departments to upload existing project data on the Prime Minister GatiShakti National Master Plan (PMGS-NMP) portal by the end of July. The Planning and Convergence department (P&C department) will act as nodal department and the Odisha Industrial Infrastructure Development Corporation (IDCO) will continue as nodal agency for coordination and technical support. The move is intended to expedite integrated infrastructure planning. The revised framework, approved after high-level meetings with the concurrence of Chief Minister Mohan Charan Majhi, provides for a dedicated PM GatiShakti cell in the P&C department. It will be supported by officials from IDCO, the Odisha Space Applications Centre (ORSAC) and technical experts from the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N). BISAG-N will deploy resource persons to assist departments with data onboarding and portal operations. In the first phase, Works, Rural Development, Panchayati Raj and Drinking Water, Housing and Urban Development, Energy, Commerce and Transport and Water Resources have been asked to upload legacy project data. Revenue and Disaster Management and Forest, Environment and Climate Change will onboard land and forest datasets to aid integrated planning. Departments with their own monitoring platforms must integrate them with the PMGS-NMP portal through application programming interfaces and nominate nodal officers. The government has decided to integrate the Works and Accounts Management Information System (WAMIS) with the PMGS-NMP platform to enable synchronised planning, and Works, Rural Development, Housing and Urban Development and IDCO have been tasked to complete the integration within a time bound schedule. IDCO will organise a state level workshop for approvers, data managers and users, while BISAG-N will present the platform's planning and decision support capabilities to senior officials. Progress will be reviewed monthly under the chairmanship of the development commissioner and will move to a quarterly cycle once the system stabilises. At district level, assistant directors (planning) of district planning and monitoring units will act as district nodal officers to coordinate implementation starting with aspirational districts and later across the state.
