Odisha To Build New Collectorates Across All Districts

The Odisha Government has approved the construction of new collectorate buildings in every district as part of a major infrastructure upgrade. Each complex will integrate a headquarters-level sub-collector’s office to strengthen governance and improve public service delivery.

The move follows the finalisation of plans for a new secretariat and Assembly building in Bhubaneswar. Officials said the new administrative infrastructure is intended to standardise facilities and meet rising workloads across the state.

The Odisha Bridge and Construction Corporation (OBCC) has been tasked with preparing detailed designs and cost estimates. The structures will follow a uniform model tailored to district categories, based on population size, administrative load and land availability.

Districts have been divided into three groups. Large districts — Mayurbhanj, Sundargarh, Ganjam, Cuttack, Sambalpur, Puri and Keonjhar — will receive collectorate buildings of 170,000 sq ft. Medium districts, including Angul, Balasore, Khurda, Kandhamal, Rayagada, Jajpur, Balangir, Kalahandi, Bhadrak, Bargarh, Kendrapara, Koraput, Nabarangpur, Dhenkanal and Jagatsinghpur, will get 140,000 sq ft complexes. Smaller districts — Nayagarh, Malkangiri, Nuapada, Sonepur, Jharsuguda, Gajapati, Boudh and Deogarh — will have 100,000 sq ft buildings.

All new collectorates will be located in prime urban areas to ensure accessibility. They will feature basement parking, full utilisation of floor area ratio and adherence to current building codes. Each will include an additional floor for the sub-collector’s office and other key administrative units.

Officials said the designs will emphasise durability, low maintenance and modern architectural features.

In addition to the district collectorates, the Government will construct a special circuit house in the state capital, along with new buildings for the Rajaswa (Revenue) Bhavan, Biparjaya Parichanana (Disaster Management) Bhavan and the State Institute of Disaster Management (SIDM). The Board of Revenue and the office of the RDC (central division) in Cuttack will also receive new facilities.

The special circuit house will be a G+10 structure with three basement levels and modern workspaces. It will include single rooms, suites and one- and two-bedroom units, along with amenities such as a recreation centre and library, to accommodate visiting dignitaries and officials.
