KTR Flags Irregularities in Rs. 32.96 bn Radial Road-2 Tender

Bharat Rashtra Samithi working president KT Rama Rao has alleged irregularities in the Rs. 32.96 bn Radial Road-2 tender process in Telangana and called for immediate cancellation of the tenders. He has also sought an inquiry into the alleged irregularities and disclosure of all tender documents.

In an open letter to Chief Minister A Revanth Reddy, Rama Rao questioned the allocation of contracts, the disqualification of bidders that quoted lower prices and the award of packages above estimated costs. The project involves an 81.15-km greenfield expressway from the Outer Ring Road at Budvel to NH-167N near Kodangal and has been divided into three packages.

Rama Rao questioned how 13 bids could be technically evaluated, assessed for eligibility, financially opened and allocated within about five working days after the September 30, 2026 submission deadline. He alleged that technical grounds were used to exclude some companies while contracts were awarded to preferred firms.

Package-I was awarded to NCC for Rs. 12.86 bn, reportedly 3.95 per cent above the estimated cost. BVSR received Package-II and GKC received Package-III. Rama Rao sought the estimated costs, quoted prices, comparative statements and final contract values for all three packages, along with the technical evaluation reports and reasons for each disqualification.

He highlighted differing eligibility decisions, noting that GKC was disqualified in Package-I but qualified in Package-III, while BVSR qualified in Packages I and II but was disqualified in Package-III. He also cited court submissions by Sushi Infra and Mining, claiming its disqualification across the packages could result in a loss of about Rs. 6 bn to the state exchequer.

Rama Rao additionally questioned the Radial Road-1 tender, estimated at about Rs. 5.91 bn and allegedly allocated around 15 per cent above the estimate. He sought a special Comptroller and Auditor General audit of Hyderabad Metropolitan Development Authority and Hyderabad Growth Corridor contracts exceeding Rs. 1 bn awarded over the past three years, as well as a white paper on tendering, bidder disqualifications and contract allocations.

Cement Prices Likely to Rise Rs. 10-15 per Bag from Mid-October

Cement manufacturers in India are likely to raise prices by Rs. 10-15 per bag from mid-October, as they seek to offset persistent increases in power and fuel costs. Emkay Research said its channel checks indicated a high probability of an increase from October 12, supported by the start of the busy construction season and favourable demand-supply conditions. The sector had implemented similar rate adjustments of Rs. 10-15 per bag during the first quarter, but the increases were insufficient to cover higher operating costs. Prices also softened during July and August because of the monsoon, wid..
