CONCOR Signs MoU With PSA Mumbai For Rail Container Movement

Container Corporation of India Limited (CONCOR) has entered into a memorandum of understanding with Bharat Mumbai Container Terminals Pvt. Ltd. (PSA Mumbai) for strategic collaboration in rail-based movement of domestic, cabotage and customs-cleared EXIM cargo. The agreement, signed on 15 May 2026 in New Delhi, seeks to leverage the infrastructure and operational strengths of both organisations to improve connectivity between PSA Mumbai at JNP A and CONCOR's network of Inland Container Depots and domestic terminals across India. The partnership was executed in the presence of Sanjay Swarup, chair and managing director of CONCOR, and Vincent Ng, regional chief executive for Middle East, South Asia, Africa and Turkiye at PSA International.

The collaboration aims to facilitate the movement of domestic and cabotage cargo as well as customs-cleared EXIM containers through rail-based services linking PSA Mumbai and CONCOR terminals. It intends to promote optimal utilisation of available yard space and rail handling infrastructure at PSA Mumbai for aggregation, staging and evacuation of cargo, thereby consolidating flows that would otherwise rely on road transport. By focusing on efficient use of terminal capacity the partners plan to improve asset productivity without extra capital.

The partners further intend to enhance logistics efficiency by promoting rail evacuation, which is projected to reduce road congestion, improve turnaround time and deliver cost-efficient cargo movement for shippers and terminals. The memorandum also provides for operating scheduled container train services between PSA Mumbai and CONCOR terminals, subject to operational feasibility and regulatory approvals, and for exploring the feasibility of a broader strategic alliance to pursue mutually beneficial logistics and terminal activities. Implementation steps and timelines will be determined through subsequent operational planning.

The arrangement is expected to strengthen multimodal logistics connectivity and support more efficient cargo movement between ports and hinterland locations across India. Both organisations will coordinate to align operational processes and utilise available infrastructure to realise the intended benefits while addressing regulatory and operational constraints. The MOU sets a framework for collaborative action to enhance seamless port-to-inland connectivity and to scale rail-based freight solutions in the domestic supply chain.
