Jaipur RIICO Flyover Link Stalls over Railway Land Dispute

Jaipur Development Authority’s (JDA) proposed 3-km road linking the Mansarovar RIICO flyover with Diggi-Malpura Road remains unavailable nearly a year after work began. A dispute over railway land has delayed the project and increased pressure on roads affected by construction of the Sanganer elevated road.

The planned link is 120 ft wide and was designed to provide an alternative route while work on the elevated road continues. More than 65,000 square metres of railway land falls within the proposed alignment, along with more than 20 constructions. The project is expected to affect 57 landholders.

The JDA began widening work around a year ago, but activity continued for only about a week. Officials from the authority and the Railways have since held discussions on the land requirement and alignment. The unresolved issue has prevented the route from opening as commuters face congestion and diversions around the elevated road project.

A JDA executive engineer said the project had not been abandoned and that discussions with railway officials were continuing. The official indicated that a solution would be found soon, but no definite date was provided for the resumption of physical work. The authority has also not announced a revised completion schedule.

The proposed connection is intended to link two important routes in southern Jaipur and support traffic movement during construction of the Sanganer elevated road. Its delay means commuters continue to rely on existing roads, where congestion has been compounded by diversions associated with the project.

The land dispute highlights the administrative challenges involved when a road alignment crosses property controlled by another public agency. The JDA must resolve the railway land requirement while addressing the constructions and affected landholders identified along the route. Until those discussions conclude, the planned 120-ft connection cannot serve the alternative-route purpose for which it was designed.
