SMC invites bids for 10 MW Solar Projects in Gujarat

The Surat Municipal Corporation (SMC) is seeking bids to offer consultancy services for 10 MW grid-connected solar projects in Gujarat, with the flexibility of selecting any location. The services include land lease and comprehensive maintenance for up to 10 years, with the first year's maintenance provided at no cost.

Interested parties must submit their bids by January 8, 2024. To participate, bidders are required to pay a Rs 1,770 (~$21.27) bid fee and provide an earnest money deposit of Rs 45,000 (~$540.93).

The project is divided into two main components: (i) obtaining approval for drawings, Quality Assurance Plan (QAP) for materials/equipment, pre-dispatch inspection, and site supervision, and (ii) conducting performance testing and verifying energy generation.

Failure to meet the specified deadline during the project's execution will result in a penalty of 0.20% per day for the unexecuted portion of the sanctioned tender amount, capped at 10% of the unexecuted portion.

Qualified consultants must have a minimum of five years of expertise in solar projects. Consulting firms must have at least one professional with this level of experience. Additionally, the consultant should demonstrate a successful track record, having completed consultancy for at least three separate projects involving either ground-mounted solar projects or rooftop solar projects. The combined capacity of these projects should be a minimum of 5 MW and should have been executed for government entities, semi-government organisations, public sector units, or well-known public companies.

Furthermore, the consultant must have access to software for analysing energy generation potential at specific locations, such as PVSyst, Helioscope, or an equivalent tool.

In the previous year, SMC issued two tenders for engineering, procurement, and construction, covering the surveying, installation, testing, and commissioning of 4 MW grid-connected solar projects in Surat, Gujarat. Additionally, an earlier tender was issued for 2 MW of grid-connected rooftop solar projects, distributed across health centers, water distribution stations, and other government buildings in Surat.
