Responding to reports that the Comptroller and Auditor General (CAG) in a latest audit report flagged huge cost overruns in the Dwarka Expressway project, a roads ministry official said the cost of highway projects under India's Bharatmala programme has risen above initial estimates due to the construction of wider highways, tunnels, flyovers as well as more expensive land acquisition. They said the government had saved over 12 per cent in construction cost against estimates in awarding contracts of Urban Extension Road-II or Dwarka Expressway and would convey their comments on the issue to the CAG and whenever it came up for discussion in the Public Accounts Committee. The CAG had earlier said that the National Highways Authority of India's (NHAI) decision to go for an elevated carriageway on the Haryana portion of the Dwarka Expressway pushed up the construction cost to Rs.2,510 million per kilometre from `182 million per km as estimated earlier. The auditor also flagged irregularities in awarding of highway projects by NHAI and the National Highways and Infrastructure Development Corporation (NHIDCL) - the implementing agencies which develop centrally funded road projects.

He quips that officials have realised their ‘error of judgement’ years later and decided to rebuild the bridge. Indeed, the bridge reconstruction, which cost Rs 900 million, has sparked off a debate on who is responsible for causing the gap of about 6 feet between the br..
