DTCP Plans 1,150 Acre Acquisition For Missing Sector Roads

The Department of Town and Country Planning has proposed acquiring around 1,150 acres of land to construct missing 24-metre internal roads in Sectors 58 to 115 of Gurugram. The proposal was directed for priority submission by the additional chief secretary, Anurag Agarwal, during a review of state budget announcements on 21 May. The department has been asked to include commercial land along the road corridors to make the plan financially viable. The move aims to improve access to private condominiums and residential colonies.

Officials said the DTCP has identified and mapped land parcels required for the 24-metre roads and acknowledged that acquisition costs are substantial. A senior DTCP official said the department was considering acquiring additional land along these stretches for commercial development and that such plots could be auctioned to generate revenue for road purchase. A meeting on the proposal was expected to be convened soon to finalise the plan.

The Haryana chief minister announced in the budget speech that the government would acquire land to build the missing roads. A senior government official said around 1,150 acres of unlicensed land were identified for acquisition and that the department would submit a formal proposal for approval. Meeting minutes indicate that the Haryana Shehri Vikas Pradhikaran should initially acquire the land with costs to be reimbursed from external development charges and that revenue from commercial plots could help recover costs.

Under the Gurgaon-Manesar Master Plan 2031 developers were expected to construct 24-metre internal sector roads within their licensed areas but many roads were not completed because of legal disputes and land unavailability. Last October residents of developing sectors approached the Punjab and Haryana High Court seeking directions for construction. The petition filed by the Dwarka e-way Gurugram Development Association emphasised that missing roads hinder access, delay utility provision and prevent many parcels from securing development licences.
