MCD integrates factory licence with property tax portal

The Municipal Corporation of Delhi (MCD) on Wednesday announced the integration of the Factory Licence Fee Module with the Property Tax Portal. The initiative is designed to simplify the process of issuing factory licences, eliminating the need for industrial units in designated areas to obtain separate approvals.

Mayor Sardar Raja Iqbal Singh said, “The integration of factory license and property tax will not only provide relief to entrepreneurs but will also be a historic move towards ending the ‘Inspector Raj’. Entrepreneurs will now benefit from a simple, transparent, and time-bound process, giving new momentum to Delhi’s industrial development.”

Echoing this, Standing Committee Chairperson Satya Sharma noted, “Now industries will no longer have to go through separate procedures and inspections for licences. A single portal will increase transparency, provide convenience, and save time. The Corporation’s aim is to offer a simple and reliable environment to the industrial sector.”

Previously, separate applications and fees had to be submitted on different platforms for factory licences and property tax. Under the new system, both functions are integrated. The factory licence fee, set at 5% of the annual property tax, will be payable on the same portal. Once the payment is made, a deemed factory licence will be automatically generated, removing the need for additional inspections.

Units in redevelopment or confirming areas will be recognised based on an MSME Registration Certificate or allotment/lease letter issued by GNCTD or DSIIDC. With around 30,000 active licences currently in operation, MCD expects the integrated system to improve compliance while boosting revenue.
