NITI Aayog Convenes Stakeholder Consultation On SHANTI Act 2025

NITI Aayog (National Institution for Transforming India) convened a stakeholder consultation in New Delhi to discuss implementation of the SHANTI Act 2025. The meeting focused on developing a legislative and regulatory framework, strengthening finance and insurance arrangements and addressing public perception challenges. Officials and participants outlined priorities for manufacturing capabilities, operational readiness and capacity building.

Deliberations on the legislative and regulatory framework examined draft rules, related regulations and foreign direct investment policy provisions, while the opening technical segment presented statutory compliance mechanisms under the Act. Stakeholders reviewed the need for clarity in rulemaking to ensure timely approvals and predictable compliance pathways. The session identified regulatory milestones and recommended mechanisms for interagency coordination.

Financial discussions centred on mobilisation of capital, design of risk mitigation frameworks and appropriate insurance arrangements for long-term projects to support sustained investment. Participants assessed models for public and private financing and measures to crowd in institutional investors. The consultation also explored fiscal instruments and guarantees to reduce project risk.

The meeting emphasised strategies to strengthen public awareness, community trust and broader acceptance of nuclear energy projects, underlining the importance of transparent communication and stakeholder engagement. Supply chain resilience and industrial scaling were highlighted as critical to manufacturing readiness, with calls for targeted capacity building and skill development programmes. These measures were presented as essential to create a competent human resource base for implementation and ongoing oversight.

NITI Aayog said the three pillars of regulation, finance and manufacturing are vital to the Act's successful rollout and implementation.
