At Pfutsero, the Chakhesang Students’ Union, the National Highways & Infrastructure Development Corporation Limited and the EPC contractor M/S Ratna Infrastructure Projects Pvt. Ltd. signed a six-point agreement to expedite completion of the NH-29 two-lane Kohima-Jessami Road Package II project. The pact was formalised on June 22 at the Tourist Complex after a 14-day ultimatum issued by the CSU on June 2 expired on June 16, with the student body pressing for action over delays and deteriorating road conditions. The agreement sets responsibilities for the contractor and the highways authority and establishes a structured review process. Under the terms the contractor must undertake emergency repairs within 48 hours of notice and mobilise machinery and manpower within 72 hours to address critical defects. The parties set a target to complete all physical works by September 24, 2026, and placed routine maintenance responsibility with the EPC contractor, including liability for damages arising from poor upkeep. This allocation is intended to secure sustained performance rather than temporary fixes. The signatories committed to joint inspections every 20 days, with the next review scheduled for July 13, and to record progress at each visit. The meeting highlighted the badly damaged stretch between Chakhaba and Kikruma, described as virtually unmotorable in places and posing safety risks. The pact requires emergency restoration of that section, including filling potholes and clearing clogged drainage systems to improve commuter safety. The agreement includes an enforcement clause that non-compliance would render the arrangement null and void and hold NHIDCL and the contractor responsible for any subsequent action initiated by the CSU. It was signed by M.S.N. Murthy for Ratna Infrastructure Projects and by Povozo Soho, president of the Chakhesang Students’ Union, in the presence of Rajesh Kumar, senior resident maintenance engineer, NHIDCL. The CSU said the measure aimed to ensure accountability and restore a vital highway that serves as a lifeline for residents of Phek district and beyond.
