RRR And HAM Roads Get Big Boost In Budget Proposals

Roads and Buildings Minister Komatireddy Venkat Reddy on Wednesday directed officials to prepare focused and outcome-based Budget Estimates for 2026 to 2027, stressing that the department plays a decisive role in accelerating Telangana's growth trajectory. He reviewed last year's allocations and the progress of various works at the Secretariat and emphasised that clear planning and financial discipline must guide the upcoming annual budget. The minister instructed teams to align expenditure with measurable results and avoid ad hoc spending patterns.

He called for prioritising game changer infrastructure projects, particularly the Regional Ring Road (RRR), and asked that designs and timelines be matched to the long-term development roadmap of the state. The minister said the government intends to construct high-quality roads across Telangana under the Hybrid Annuity Model (HAM) and urged officials to identify and overcome bottlenecks through coordinated action. Emphasis was placed on selecting projects that yield demonstrable improvements in connectivity and economic activity.

On national highway projects, the eight-lane expansion of the Hyderabad to Vijayawada stretch of National Highway 65 is set to commence shortly, with the minister indicating he would press the Union Minister responsible to expedite approvals. The project is expected to reduce travel time between the two cities to about two and a half hours and to improve freight movement along a key east?west corridor. Officials were tasked with readying detailed project reports and clearance timelines.

Special Chief Secretary Vikas Raj assured that the department would prepare structured and realistic budget proposals and ensure close coordination for timely execution of works. The minister demanded outcome-driven planning and strict financial discipline to accelerate infrastructure growth across Telangana and urged periodic reviews to monitor progress. Officials were instructed to prioritise projects that can be completed within planned schedules and to present costed phasing options in the forthcoming estimates.
