Waste plant in Delhi fined Rs 5 lakh for flouting pollution norms

A Construction and Demolition (C&D) waste processing plant in Bakkarwala village here has been fined Rs 5 lakh by the Delhi Pollution Control Committee (DPCC) for various deficiencies in dust pollution control measures.

Several deficiencies were discovered at the Rise Eleven Delhi Waste Management Company site during an inspection on July 2, according to DPCC officials, including the lack of a wheel washing facility and water sprinklers.

A 20-ft PVC sheet was installed as a wind barrier at the C&D waste site's boundary wall, but heaps of C&D waste and loose soil or earth that was to be processed and separated by the plant, as well as the DDA flats' boundary wall, were discovered in the open and outside the plant uncovered.

The DPCC stated in its notice that the wind-breaking PVC wall at the boundary was found to be insufficient.

Following the company's response to DPPC's show-cause notice issued on July 9, the decision to impose environmental compensation was made.

It has also ordered that within 15 days of service of this order, point-by-point compliance with terms and conditions of consent to operate under the Air and Water Acts issued by the DPCC on 27 February 2020, and authorisation under the C&D Waste Management Rules, 2016 issued by the DPCC on 18 March 2020, be submitted.

Notably, under the Air Prevention & Control of Pollution Act, 1981, no person shall establish or operate any industrial plant within the Union Territory of Delhi, which has been declared as an Air Pollution Control area, without the prior consent of the DPCC.
