WBSEDCL Floats Rs 120.7 Million Rooftop Solar Insurance Tender

The West Bengal State Electricity Distribution Company Limited has invited bids from empanelled general insurance companies to insure rooftop solar photovoltaic power plants. The utility issued Limited E-Tender Notice INS-07/2026-27 on 22 July 2026 seeking competitive premium rates for a one year policy. The document set out the scope of cover and evaluation criteria.

The policy will run from 16 August 2026 to 15 August 2027 and will cover installations under 11 regional offices, including Purulia and Bankura among others. The total reinstatement value of equipment is estimated at Rs 120.7 million (Rs 120.7 mn) in the tender. Bidders are advised to verify asset valuations before submitting offers.

The insurer will provide property cover for Standard Fire and Special Perils, Storm Tempest Flood and Inundation, Earthquake and burglary including theft. Selection will follow the Quality Cost cum Based Selection method with assessment of financial bids and qualitative factors such as claim settlement history and pending unsettled claims. Payment of the insurance premium including applicable Goods and Services Tax will be made in advance after invoice and the process will be managed through two mandated co-brokers with Saferisk Insurance Brokers Pvt Ltd holding 51 per cent and Alliance Insurance Brokers Pvt Ltd holding 49 per cent.

The tender notice was published on 23 July 2026 and downloads and bid submissions opened the same day at 10:00 am, with pre-bid queries due by 28 July and a pre-bid meeting on 29 July. Bid submissions close on 31 July at 5:00 pm and technical bids will be opened on 3 August 2026 at 10:30 am followed by financial bids at 11:30 am. WBSEDCL did not require an Earnest Money Deposit or Performance Bank Guarantee and bids must be submitted online via the West Bengal e-Procurement portal using a Class-II or Class-III Digital Signature Certificate, with quoted premiums valid for at least 90 days.
