PGIMER Parking Project Stalled Over Green Clearance

The Postgraduate Institute of Medical Education and Research (PGIMER) in Chandigarh is facing continued delay on a parking infrastructure project that was approved 11 years ago and has not moved to construction owing to unresolved green clearance requirements. The institute had envisaged the facility to augment parking for patients, visitors and staff and to reduce congestion in the hospital precinct. Authorities have identified environmental permission and compliance requirements as the principal impediment to progress.

The stalled project has sustained pressure on existing parking and circulation within the campus, affecting day to day operations and access for emergency services. Hospital administrators have highlighted increased demand for parking as patient numbers and outpatient attendances expanded over the decade since approval. Civic planners have flagged the need for integrated traffic management alongside any construction to ensure the scheme delivers intended benefits.

The clearance process has involved multiple regulatory checks related to land use, tree transplantation and environmental impact assessment documentation, and the application remains under consideration with the competent authority. The institute has submitted technical documentation to address compliance observations and is awaiting formal clearance to commence work. The absence of permission has prevented tendering and appointment of contractors despite the long gap since approval.

The prolonged delay has prompted calls from hospital stakeholders for a time bound resolution of outstanding environmental conditions so that work can proceed. Expediency in decision making is being urged as a means to relieve chronic parking shortages affecting patients and staff. Once clearance is granted, the institute will be able to initiate procurement and construction within statutory timelines. The situation remains contingent on final clearance from environmental regulators.
