The chief minister stated in an address to the people that this would be an additional facility in addition to the existing Himachal Bhawan and Himachal Sadan that would provide Himachalis, particularly students traveling to New Delhi for various competitive examinations, with housing.

According to Sukhu, the PWD has been given the mandate to guarantee that the construction will be completed by 2025, in accordance with the deadline.
